Rules & Rulemaking [RPCC]; redefines term "invalid exercise of delegated legislative authority"; revises guidelines for construction of statutory language granting rulemaking authority; requires that certain administrative proceedings be terminated & subsequently reinstated under different provisions of state law if disputed issue of material fact arises during such proceeding; provides for attorney's fees & costs in certain circumstances, etc. Amends Ch. 120.
