Crime Victim & Witness Compensation [LPCC]; cites act as "Frank Pacheco Aid to Victims Act"; prohibits deprivation of medical care to person injured as result of criminal activity with intent to avoid, delay, hinder, or obstruct any investigation of criminal activity leading to injury; redefines term "crime" to include offense of vehicular homicide in second degree as eligible offense for which innocent victim may collect compensation, etc. Creates 843.21; amends 960.03,.065,.07.
