Public Officers & Employees/Ethics [LPCC]; modifies disclosure requirements for state officer when voting in official capacity; creates exception for state officer when officer's principal is agency as defined in specified provision; modifies disclosure requirements for local officer when prohibited from voting; requires financial interest statement to show statutory method used to disclose reporting individual's financial interests, etc. Amends Ch. 112, 411.01.
