Digital Divide Council [SPCC]; recreates council in DOE; revises membership of council; provides for terms of office; requires initial meeting & at specified times thereafter; conforms references; deletes requirements for certain pilot programs; provides objectives of council; requires annual report to Governor & Legislature. Amends 445.049.
