Adoption/Special Needs Children [SPCC]; redefines term "special needs child"; revises provisions re adoption of children with special needs; revises & adds definitions; distinguishes between subsidies & adoption assistance; provides for adoption-assistance agreement. Amends 110.152, 409.166.
