Debit Cards; requires that service station merchant disclose length of time & dollar amount of preauthorization hold applicable to off-line transaction for purchase of motor fuel using debit card; provides that failure to disclose such information is deceptive & unfair trade practice; limits length of preauthorization hold that may be imposed for on-line transaction using said card; provides penalty. Creates 501.0116.
