Department of Corrections; includes vehicles operated by DOC within definition of term "authorized emergency vehicles" for purposes of Traffic Control Law; authorizes dept. to operate vehicles that have emergency lights & sirens; provides for funds in Employee Benefit Trust Fund to be used for certain additional purposes; authorizes court to issue notice to appear for certain violators; provides for service of notice to appear, etc. Amends FS.
