Fish & Wildlife Conservation Commission [RPCC]; clarifies commission's constitutional authority over marine life; increases fee for Sea Turtle license plates; authorizes commission to use proceeds of annual use fee for fiscal year 2007-2008 to buy back certain plates; revises provision for replacing lost or damaged tags for stone crab traps; revises provision for certain trap retrieval program & fees; increases fees for certain resident & nonresident hunting & fishing licenses, etc. Amends FS. APPROPRIATION: $132,000.
