Housing & Construction Industry/Regulation; provides additional eligibility requirements for person to take examination for certification as building code inspector or plans examiner; provides requirements for continuing education in ethics; prohibits prevention of licensed engineer or architect from certain contracting activity; requires applicants for initial issuance of certificate or registration as contractor to submit to criminal history records checks, etc. Amends Chs. 468, 489, 553.
