Insurance/Unfair or Deceptive Act; provides that insurer's failure to offer in this state any kind or line of insurance offered in another jurisdiction constitutes unfair method of competition & unfair or deceptive act; provides penalties; requires FSC to adopt rules. Amends 626.9541.
