State Constitution/Ad Valorem Taxes/Sales Tax; constitutional amendment to prohibit ad valorem taxation of real estate & tangible personal property & repeal provisions re such taxation to conform; provides for revising state sales & use tax rate to generate revenues equal to total sales & use tax & ad valorem tax revenues with cap of 10 percent, limit sales tax exemptions, etc. Amends, Repeals, & Creates various ss. of Art. VII, VIII, IX, X, & XII.
