Parole for Adolescent Offenders; Creates "Children in Prison Rehabilitation Act of 2008"; provides that child younger than specified age who is sentenced to life or more than 10 years in prison is eligible for parole if child has been incarcerated for minimum period & has not previously been adjudicated for certain offenses; requires initial eligibility interview to determine whether adolescent offender has been sufficiently rehabilitated for parole, etc.
Effective Date: Upon becoming law
