State Infrastructure [FPCC]; Removes DUI Programs Coordination Trust Fund from list of funds invested by Chief Financial Officer; removes provision directing proceeds of surcharge on certain insurance policies be deposited into Emergency Management, Preparedness, & Assistance Trust Fund; revises amount of penalty for failure to pay specified penalties for certain traffic infractions, etc.

Effective Date: Upon becoming law except as otherwise provided
