Commercial Citrus Groves/Casuarina Cunninghamiana [RPCC]; Provides for use of Casuarina cunninghamiana as a windbreak for commercial citrus groves under a 5-year pilot project conducted within specified counties. Provides for the DACS to issue permits authorizing a person to plant or a nursery to produce Casuarina cunninghamiana. Provides that the use of the plant for windbreaks does not interfere with or restrict efforts to manage or control noxious weeds or invasive plants, etc.
