Cigarette User Fees [SPCC]; Replaces all references to the term tax with user fees. Increases the amount of the cigarette user fee. Requires the Division of Alcoholic Beverages and Tobacco to certify to the Chief Financial Officer the amount of net collections derived from the user fee on a monthly basis. Provides legislative intent to use the cigarette user fee collections to increase enrollment in the Florida Kidcare program, etc.
