Public Schools [SPCC]; Removes a requirement that an applicant indicate that approval of the charter is necessary in order to raise working funds before a charter may be approved without securing space, equipment, or personnel. Revises the time period within which the sponsor of a charter school may submit a response to the State Board of Education after notice of the appeal of an applicant for a charter school, etc. APPROPRIATION.
