Abandoned Petroleum Storage/Financial Assistance [RPCC]; Clarifies a provision in the abandoned petroleum storage system program that allows certain innocent victims to be eligible for cleanup assistance. Provides that if the qualifying property passes to a surviving spouse or is transferred into a revocable trust, the property remains eligible for the cleanup program, etc.
