Virtual Instruction Programs [FPCC]; Requires school district to provide students option of participating in virtual instruction program beginning with 2009-2010 school year; authorizes school district to implement virtual instruction programs through district-operated programs or programs provided by contracted providers approved by Department of Education; limits virtual program instruction courses for students in grades 9 through 12, etc.
