College and Career Preparation; Provides for annual review of high school student's electronic personal education plan; provides for designations on standard high school diplomas; provides for access to postsecondary education credit courses in public high schools; creates Remediation Reform Pilot Project with participation by community colleges & school districts; requires Commissioner of Education to evaluate applications & recommend proposals to Legislature for approval, etc.
