Mental Health and Substance Abuse [SPCC]; Authorizes AHCA, in consultation with DCFS, to establish licensure category for facilities providing integrated adult mental health crisis stabilization unit & addictions receiving facility services; provides duties of facilities & standards, procedures, & eligibility requirements for services; creates "Community Mental Health and Substance Abuse Treatment and Crime Reduction Act", etc.
