Government Accountability and Efficiency; Revises certain per diem & travel requirements & limitations; requires agencies & public agencies to develop certain uniform implementing policies; expands application of certain requirements for county officer budgets; provides additional requirements for filing budgets by municipalities; provides that contractual rights of state employees & retirees who are members of FRS are not considered contracts, etc.
Effective Date: Upon becoming law
