State and Local Government Revenue Limitation; Proposes amendment to State Constitution to revise state revenue limitation by providing that state revenue growth is limited to changes in population & inflation, plus one percentage point, & by changing types of revenues that are subject to such limitation; & to provide revenue limitation for counties, municipalities, school districts, & special districts to be implemented by Legislature, etc.
