Postsecondary Education [FPCC]; Revises requirements for Board of Governors in establishing tuition & out-of-state fees for graduate & professional programs & uniform maximum undergraduate tuition differential for universities that have research & development expenditures of specified amount; specifies educational institutions as exempt entities for purposes of exemptions from ad valorem taxation for property owned by exempt entities, etc.
