Commercial Motor Vehicles; Increases penalties that are imposed for operating commercial vehicle that is overloaded; reduces number of hours that driver may operate commercial motor vehicle which is not transporting certain amounts of hazardous materials in intrastate commerce; increases penalty for falsification of time records.
