Operation of the Florida Lottery; Revises provisions to conform to possible operation of lottery with assistance of manager under management agreement; provides that specified provisions apply whether or not management agreement is entered into; provides for management agreements; limits duration; provides limits on games offered; provides for payments; provides for minimum amount to be retained annually by state after payment of prizes & expenses, etc.
