Recovery, Towing & Storage of Vehicles & Vessels; Deletes provisions requiring return receipt for certain notice sent by certified mail to owners, insurance companies, & lienholders of vehicles or vessels in possession of towing or storage services, of impounded or immobilized vehicles, or of sale of unclaimed vehicle or vessel; authorizes lienholder to file complaint & have vehicle released by posting bond, etc.
