Regional Professional Development Academies; Provides for regional academies rather than statewide system of organization; provides duties of regional professional development academies; specifies requirements for contracts between district school boards & academies; authorizes academies to administer property & moneys received from various sources; requires that income generated from certain activities be shared between academy & district school board.
