Controlled Substances/Monitoring and Dispensing [SPSC]; Requires the DOH to establish a comprehensive electronic system to monitor the dispensing of certain controlled substances. Requires those who dispense certain controlled substances to submit specified information to the DOH. Requires that information be submitted in an approved electronic format. Provides time periods for information submission. Provides criminal penalties for violations. Provides requirements for system funding, etc.
