Vehicles & Vessels/Liens/Recovery, Towing, Storing [CPSC]; Creates certain rights for lienholders. Deletes a return receipt mailing requirement. Clarifies provisions. Deletes a provision that allows a complaint to be filed in the county where the owner resides. Creates a cause of action to determine the rights of the parties after a vehicle or vessel has been sold. Provides for attorney's fees and costs. Provides a right of inspection to lienholders, etc.
