Department of State; Renames Florida Fine Arts Act of 1980 as Florida Arts & Culture Act; provides legislative intent; revises & provides definitions; revises responsibilities of Division of Cultural Affairs to administer funds, sponsor certain events, & enter into contracts; provides rulemaking authority; renames Florida Arts Council as Florida Council on Arts and Culture; revises membership criteria; revises duties of council; establishes new grant review procedures, etc.
