Pari-Mutuel Permitholders [CPSC]; Revises provisions for permits to conduct quarter horse race meetings; removes requirements for licensing; removes provisions for application of specified provisions to quarter horse racing; revises authorization to substitute races of other breeds of horses; removes prohibition against transfer or conversion of quarter horse permit; removes restriction on intertrack wagering, etc.
