Unemployment Compensation Trust Fund; Revises amount of employee's wages that are subject to employer's contribution to fund for specified periods; revises rate & recoupment period for computing employer's contribution to fund for specified periods; provides calculation for lowering employer's contribution to fund beginning on specified date; provides for suspension of lowering employer's contribution under certain circumstances, etc.
