Parole for Adolescent Offenders; Designates act "Second Chance for Children in Prison Act of 2009"; provides that child 15 years of age or younger who is sentenced to life or more than 10 years in prison is eligible for parole if offender has been incarcerated for minimum period & has not previously been convicted or adjudicated of or had adjudication withheld for certain offenses, etc.
