Credit Counseling Services; Requires credit counseling organizations to annually register with OFR; provides registration requirements; provides grounds for denying registration; provides for registration fee; authorizes OFR to adopt rules; prohibits credit counseling organization from engaging in certain additional specified acts; deletes provision that allows organization to collect fee for insufficient fund transactions, etc.
