Pregnant Children and Youth in Out-of-Home Care; Requires courts to appoint pro bono attorney or guardian ad litem for children or youth in out-of-home care who are pregnant; establishes Specialty Guardian Ad Litem Pilot Program in Fourth Judicial Circuit to serve specified children & youth who are pregnant; requires program to be reviewed by Statewide Guardian Ad Litem Office; requires report; limits expansion of program under certain circumstances, etc. APPROPRIATION: $205,000.
