Recycling; Directs DEP & Enterprise Florida, Inc., to create Recycling Business Assistance Center; requires Enterprise Florida, Inc., to consult with state agency personnel; requires counties to meet specified goals in reducing disposal of solid waste in landfills; provides for inspections of waste-to-energy facilities by DEP; requires Enterprise Florida, Inc., & DEP to submit specified study to Governor & Legislature, etc.
