Environmental Control [EPSC]; Requires Enterprise Florida, Inc., to provide technical assistance to DEP in creation of Recycling Business Assistance Center; eliminates greenhouse gas registration & reporting requirement for major emitters; requires all public entities & entities occupying buildings managed by DMS to report recycling data; requires counties to meet specific recycling benchmarks; revises requirements for review of new waste-to-energy facility capacity by DEP, etc.
