Early Learning [CPSC]; Exempts early learning coalitions from the Administrative Procedure Act. Revises requirements for establishing the minimum number of children to be served by an early learning coalition to increase the maximum number of coalitions. Requires early learning coalitions to comply with certain federal requirements for the expenditure of, and procurement of property and services from, certain funds provided for the Voluntary Pre-K Education Program, etc.
