Child Safety Devices in Motor Vehicles; Provides child restraint requirements for children age 7 years or younger who are less than specified height; provides exceptions; redefines term "motor vehicle" to exclude certain vehicles from such requirements; provides grace period; requires that law enforcement officer issue warning & give educational literature to operator of motor vehicle during grace period under certain circumstances.
