State Group Insurance Program; Provides application of definitions; deletes legislative intent; revises duties of DMS relating to state group insurance program; requires certain data to be reported to department by HMOs; provides state contribution toward cost of health insurance plans in state group insurance program for specified plan years; revises authorized benefits; deletes provisions authorizing creation of Florida State Employee Wellness Council & its duties, responsibilities, & requirements; directs department to contract with independent benefits consultant; provides vendor qualifications for independent benefits consultant; provides duties of independent benefits consultant; provides contract management duties for department; provides duties of department relating to state group insurance program.
