Elections; Permits elector who changes his or her legal residence to vote in precinct to which he or she has moved even if change of residence is not within same county; limits ballot summary of joint resolution to 75 words in length; deletes provision which authorizes use of multiple ballot statements to explain joint resolution proposal; deletes presumption that ballot statement consisting of full text of amendment or revision is clear & unambiguous statement of substance & effect of measure; revises dates for when absentee ballot request must be received & mailed; revises & expands locations that may be designated as early voting sites; increases & specifies days & hours for conducting early voting at certain elections.
