Environment; Providing an exclusion from provisions that require all plant materials for highway landscaping be purchased from Florida commercial nursery stock in this state on a uniform competitive bid basis if prohibited by federal law or regulation; revising the criteria of the environmental impact inventory; revising the process and criteria for the payment by the Department of Transportation or participating transportation authorities of mitigation implemented by water management districts or the Department of Environmental Protection, etc.
