GENERAL BILL by Simmons
School Surtax; Allowing the school surtax to be used for operational expenditures as well as fixed capital outlay projects; requiring a school board to covenant to decrease a capital local school property tax in order to use surtax revenues for certain purposes; defining the terms “new or existing school projects” and “school facilities and campuses," etc.
