GENERAL BILL by Healthy Families Subcommittee ; Reed ; (CO-INTRODUCERS) Berman ; Campbell ; Jones, M. ; Pafford ; Pritchett ; Rader ; Stewart ; Torres

Homelessness; Requires motor vehicle registration form & registration renewal form, driver license application form, & driver license application form for renewal issuance or renewal extension to include option to make voluntary contribution to aid homeless; provides for deposit & use of such contributions; provides exemption from certain application fee requirements; provides that voluntary contributions for homeless are not income of revenue nature for purpose of applying certain service charges; establishes homelessness prevention grant program; requires grant applicants to be ranked competitively; provides preference for certain grant applicants; provides eligibility requirements; provides grant limitations & restrictions; provides requirements for lead agencies for local homeless assistance continuums of care; limits percentage of funding that lead agencies may spend on administrative costs; repeals provisions relating to emergency assistance program for families with children that have lost shelter or face loss of shelter due to emergency; transfers emergency assistance program funds to homelessness prevention grant program.
