Gasoline Stations; Requires self-service gasoline pumps to display additional decal containing specified information; requires DOACS to confirm compliance by specified date; provides for preemption of local laws & regulations pertaining to fueling assistance for certain motor vehicle operators; provides that retail outlet is not required to provide air or vacuum supply without charge; preempts to state power to regulate & set pricing of such commodities.
