Towing of Vehicles and Vessels; Provides for removal of vehicle or vessel by cooperative association or homeowners' association; authorizes owner or lessee of real property to have vehicle or vessel removed from property without certain signage; requires notice to be attached to vehicle or vessel & provides requirements therefor; requires police verification & documentation of such notice & requirements therefor.
