Charter Schools; Authorizes municipal governing authority to become charter school sponsor in certain circumstance; requires municipal governing authority to make timely & efficient payment & reimbursement to charter schools; requires certain charter schools to secure a security bond of a certain amount; deletes prohibition against high-performing charter schools establishing more than one charter school per year.
