GENERAL BILL by Fiscal Policy ; Transportation ; Brandes

Department of Highway Safety and Motor Vehicles; Requiring the driver of every other vehicle to take specified actions if a utility service vehicle displaying any visual signals or a service patrol vehicle displaying amber rotating or flashing lights is performing certain tasks on the roadside; authorizing, as of a specified date, a specified court to order a certain qualified sobriety and drug monitoring program under a specified pilot program as an alternative to the placement of an ignition interlock device; authorizing insurance companies to receive a salvage certificate of title or certificate of destruction from the department after a specified number of days after payment of a claim as of a specified date, subject to certain requirements, etc.

Effective Date: Except as otherwise expressly provided in this act, and except for this section, which shall take effect July 1, 2016, this act shall take effect on October 1, 2016
