Adoption; Redefining the terms “abandoned” or “abandonment” and “parent”; revising the circumstances under which an adoption consent is valid, binding, and enforceable; requiring a court to determine, under certain circumstances, whether a change of placement of a child is in the child’s best interests, rather than whether the change of placement is appropriate, etc.
