Inspectors General & Auditors; Requires Chief Inspector General to meet specified qualifications, have open & direct access to Governor, & prepare annual report; revises duties, responsibilities & qualifications of agency inspectors general; provides certain employees within offices of inspector general & DFS are Selected Exempt Service employees; provides agency inspectors general are Senior Management Service employees.
